SESSION TO REVIEW THE PROGRESS OF THE PROJECT "DEVELOPING HANOI PHARMACY UNIVERSITY TO MEET THE REGIONAL STANDARD" USING PREFERENTIAL LOANS FROM THE KOREAN GOVERNMENT
On August 5, 2024, the People's Committee of Bac Ninh Province held a session to review and urge the implementation of the project "Developing Hanoi University of Pharmacy to meet the regional standard", using preferential loans from the Korean Government (VNM-44 Project).
The session was chaired by Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending the Conference were Mr. Le Xuan Loi, Vice Chairman of the Provincial People's Committee and leaders of departments of the Province. On the side of Hanoi University of Pharmacy, there was Prof. Dr. Nguyen Hai Nam, Rector, Project Director; MSc. Pham Van Quyen, Vice Rector, Deputy Project Director and heads of departments of the VNM-44 Project Management Unit.
At the session, Hanoi University of Pharmacy reported on the progress and difficulties in the implementation of the project, specifically: (i) As of July 31, 2024, the project has basically completed the construction preparation and legal basis (the project has been approved for the 2nd adjustment of the investment policy, feasibility study report, loan agreements; updating, verifying, appraising and approving work construction estimates; reviewing construction designs; update and appraise prices of equipment under the project); has updated and is completing the bidding documents to prepare for the contractor selection for the main contractor package "construction and equipment supply & installation"; negotiated and extended the implementation time of signed and ongoing consultancy contracts and domestic contractor contracts; (ii) Some difficulties: There are still a number of small unfinished items of the site clearance and compensation section (about 300 m2 of area B of the project has not been cleared and compensated due to the entanglement of about 200 owned and unowned graves being moved; part of the canal system and inland roads through the grave area has not been completed because the graves have not been moved); The contract of the Korean consulting consortium of CHP has not been extended due to the proposals to increase the contract price and adjust the payment schedule of the construction supervision item of the consultant.
After listening to the report of the Representative of Hanoi University of Pharmacy and the comments of the agencies and delegates attending the meeting, Mr. Vuong Quoc Tuan, Chairman of the Provincial People's Committee affirmed that he understood and shared with the Investor about the difficulties and obstacles in implementing the ODA and preferentialloan projects, and acknowledging the contributions and support of the province's departments and departments in supporting the implementation of the project in recent years. However, it has been 10 years since the date of the land allocation decision, the project has not yet been implemented, in order to ensure the province's investment attraction guidelines and policies, the Provincial People's Committee proposes Hanoi University of Pharmacy to coordinate with relevant departments and branches, Bac Ninh City People's Committee to focus on implementing to select a construction contractor in November 2024 and soon implement the construction of the project before 2025.
Prof. Dr. Nguyen Hai Nam commits that the Investor will make efforts and drastically in directing the consultants and contractors to implement the project, especially settling the adjustment of the contract of the Korean consulting consortium CHP as a basis for implementing the contractor selection organization of the main contractor, and strive to complete the bidding work in the first quarter of 2025 and organize construction in the second quarter of 2025 if there are no other incidents. On behalf of the leadership of Hanoi University of Pharmacy, Prof. Dr. Nguyen Hai Nam expressed the University's sincere gratitude to the leaders of Bac Ninh Provincial People's Committee and the province's departments and departments for always supporting, helping and drastically directing stakeholders in the past time in implementing the project's activities. According to the University's policy, the Bac Ninh campus of Hanoi University of Pharmacy will be oriented to develop into the main campus in the organization of training and scientific research applying advanced and modern technology to meet regional standards. The university will call for investment and construction of high-tech research centers and institutes in R&D research at Bac Ninh campus.
The session ended in the sharing and strong cooperation commitment of departments and departments of Bac Ninh province and Hanoi University of Pharmacy.
